Does anyone know if SAFER can be used to get a sleeper/resident program up and running and paying partial salaries?

the pg, the pg, give me the pg
I need the pg so that I can talk to my Chief and township board about this. The township board only meets every two weeks or so. I can't talk to them or get the approval for writting the grant if I don't have my facts from the pg.
