    We assign tasks. In order to complete tasks on the fire ground, you need tools. Carrying tools takes care of itself. If people aren't carrying tools, they probably aren't being assigned tasks whether from their officer or from their riding position.

    If a firefighter is too dumb to realize they are useless without tools, then I don't think assigning it tools will help much. All you'll have is an idiot holding tools someone else could be using.

    I always have my axe by my side. You could become trapped on your way out of the building.
