    Default SCBA Award ?

I believe I will be receiving an award for new SCBA's, my question is- do I need to put this out for a competitive bid, or can I simply get price quotes from 2 or 3 dealers? Thanks, Mike

If your municipality has a purchasing procedure in place that meets the straight face test , you can follow their guidelines. Most require an RFP for open competitive bidding process.
Some require you to take the low bid, some do not.
AFG requires you to be able to document that their funding was spent in an open fair bidding process. Read the program guidance document to get the exact wording

    Default SCBA RIT Pack ?

We currently utilize MSA Firehawks and ours do not have the RIT quick connections on them. MSA offers a RIT pack which incorportates both RIT quick connections (which can be adapted to other brands of SCBAs) and also has a regulator assembly and facepiece. This would enable us to utilize it no matter what we encountered on a RIT call. This is what I had budgeted for in my grant application and they run around $4500 however I was reduced to $3500. This is apparently what a standard version of just the quick connect air supply runs. My question is how does one bid this out as the MSA version is the only one that appears will fill all of our needs ?

Send the RFP to multiple MSA vendors, a phrase such as
" must be fully compatible with current existing SCBA in service at the department"
    would make it work.

MSA has regional dealers for certain products and some products can be sold globally. It is my understanding that you can only purchase SCBAs though the designated regional dealer which will present a problem with multiple bids/quotes.

    Even easier solution for you:

MSA is offered through the PA COSTARS purchasing program. The state took care of your bid process for you.
