It looks as if we will be awarded tomorrow for a 2000 gallon tender. I have no idea as to how to complete the bidding process or what the guidelines even are. Can anyone point me in the right direction? I have searched but unable to find anything. Thank you in advance.

DHS rules is that a bid is a price for a product. If your local regulations on purchasing are more strict than that then you have to follow them. So newspaper ads and the like if that's what is required. If not then contact several vendors with a generic requirements list and have them submit prices. Nothing can be name brand in what you send them to comply with DHS open bid rules. So something like:
Commercial 2/4 door chassis, 2000+ gal tank, min 350HP motor, ### GPM pump. Basically list what you can't live without and advise that they can list options if they so choose.

You can if you want, it's been done but normally isn't. They'll know what you got on the grant when it gets announced so I'm sure they'll put 2 and 2 together.

For a grant you might as well let them know your total price especially since with the new model year and the new EPA restrictions the prices have probably gone up substantially since you started researching and writing and applying for your grant. It could be worth it to you so they are not wasting your time if they know if they can get down to your award amount or not.

If what we want is available, at the right price, from the GSA list, our understanding is that we can buy it without going out for bid.
Is that true?

Correct, GSA, State Contract, or HGAC (mentioned in other thread) then there is no bid process required because those systems are already bid to be on the list.
