NFPA 1901, There is no "Tanker " section. For Mobile water supply apparatus the min pump size is 250 GPM.

As far as I understand, NFPA rated pumps have to be in increments of 250 GPM.

Yes
According to NFPA 1901 chapter 16 the pump must be at least 250 GPM for mobile water supply/tenders. So I would say a 400gpm would pass. I know of at least 3 tankers in our department that have 400 GPM pumps and carry 1500 gallons of water.
They aren't much good for anything except little fires or watering your lawn but they do work.
I would check out the price and weight on going with at least a 750GPM pump more preferably a 1050 GPM I say this becuas in my past experince we have used our tankers as water supply's and attack engines and it gives us a well rounded truck with a primary purpose but it can also do a varity of back up rolls
