Anyone out there have some ideas regarding establishing a good and comprehensive annual JPR test that encompasses critical skills?

Check out Fairfax's Work Performance Evaluation. I'm sure they have had it certified but I'm not sure if that would help your department if you adopted it. Here is a link.
