I've lurked this board for quite some time, and finally got an account so I can join in on discussions.
We were awarded the AFG in 2003, and not all the closeout reports were completed. This wasn't discovered until mid-Jan. 2010, as I was doing a daily check on the portal, looking for reductions, changes, anything. I notified the grant writer, who completed the closeouts on Jan 25th.
I'm guessing the closeout reports we just submitted are still pending.
My question is - how long does it take for the closeout reports to be approved? Has this killed our chances for the 2009 AFG? I hope not, I had a really good narrative...

I believe you mean 2009. If you were up for consideration, they would most likely contact you regarding your past closeout.
However, since it was so long ago, it is possible that they have already made attempts to contact whoever was the previous contact. If that was the case, and nothing was done, you will be denied due to past performance issues.
As long as it is submitted now, you will be ok. Closeouts can take up to a year to be reviewed.

Yeah, I meant 2009.
Ironically, I did receive an email (I guess as the new contact) shortly after I found the incomplete closeouts from '03, so maybe we were (are?) under consideration.

I would say getting that closeout done is your most pressing and immediate project.
If it was for turnout gear, it can be easier than you think.
Depending on the size of the award, it can be almost as simple as a couple lines to be addressed and submit.

I just went thru this with a dept I am on. They got a grant in 04 and was not closed out. In 08 when I discovered this the new cheif took care of it and now has been completed. We got a call the other day saying were not elegiable because the 04 grant was not closed out. So we contacted the closeout guy that helped us and he took care of it. So if you did not close out your 03 your not elegiable. Take care of closing it out first.

This again is not true. I had a client with a 2004 award not closed out as of December and they were contacted. I quickly took care of it and they were awarded in Round 1.
It all depends on if they have been contacted in the past because of this issue.

Has anybody heard of a grant being withheld from their town because of an AFG award not being closed out?
Somewhere in the world I heard that that was a possiblity.

I think he's talking about other Federal funding opportunities for the municipality outside of AFG.
