A few years ago, in one of the fire service magazines, I read about a particular fire department out West that seems like the perfect model for a combination fire department, but I can't for the life of me recall the name. I'm trying to research the magazines' websites but so far I've gotten nothing. A few of the things I remember about this specific department:
1. Career and volunteer personnel go through the same academy, ensuring consistent training standards between the two.
2. Volunteer Officers are promoted, not elected, equal training standards and a legitimate process.
3. As a result, incident command authority is equal between the career and volunteer departments
4. Career and volunteer personnel wear the same uniforms and turnout gear, something that sounds minor, but it helps foster unity, as opposed to an "us and them" attitude.
Now, does ANYONE know the article I'm talking about, or does this sound like a department anyone knows of? Help would be GREATLY appreciated

On the East Coast, nothing could be more different. But I was looking for the specific department in the article. Anybody know what article I'm talking about?
