I'm preparing a tanker app to go along with the ops app this year. We have a brush truck that is on loan to us, one of our MA Depts. loaned us this pickup as they wanted us to have 2 brush trucks available when they need us, it came to us just a truck, we put the pump and tank and all the tools on it. Does this count as part of our fleet for AFG purposes?
We have a signed agreement with the other Dept. that states it's ours to use as long as we need it, we get done with it it goes back to them. Being's it's a 1988 F350 it's not going to hurt the average fleet age, I'm just not sure if we should count it or not, and we have had it over a year so that aspect won't play into it.

Yes, this would classify as part of your fleet.
From the AFG application (Applicant Characteristics II):
You must include vehicles that are leased or on long-term loan as well as any vehicles that have been ordered or otherwise currently under contract for purchase or lease by your organization but not yet in your possession.

Has that changed?
I thought in past years if you didn't own the truck - you didn't count it. We don't have any but several of our neighbors have 6x6's - but since most are from early 70's probably don't hurt the average age but still would show they have several trucks in that category.
