Does it over ride the stop button inside the car?

Phase 1 SHOULD bypass it and recall the elevator(s) to the recall floor if everything is working correctly. Been on plenty of elevator runs where the keys did nothing, or in the projects where the doors are propped open, or the elevator system is just broken and never fixed.

the emergency stop button is inoperative in the manual recall phase.

Yes.

If the elevator is in under the "fire department" control then nothing will move the elevator unless the controller inside with the key says it does. That FD key overrides everything.

At least that is how it is supposed to work in Phase II......lol.....we have learned the 'hard' way (thankfully not during an actual fire, but during alarm drops) that the elevators can sometimes have a mind of their own!

I guess I should say that it controls everything, MOST OF THE TIME.

We have run into a couple problems here too.
