We received such awesome info on our last inquiry - thanks again to everyone. We already have vendors contacting us. Now we need your expertise on what we should negotiate in the transaction. I had seen a thread awhile back that listed out some things to be sure to negotiate when purchasing a vehicle but I can't find it. Any help would be greatly appreciated.

As a Director of Purchasing in my real life, the easy answer is anything and everything is open to negotiation on a Capital Purchase. However, assuming that you are working off an AFFG Grant, you need to follow the purchasing protocols of your department. If your practice is to require 3 sealed bids, then that is what you need to do.
Based off my background and our policy, we went through an open bidding process which was VERY carefully managed by myself to be able to not have personnel play favorites or improperly distribute information to their choice. If you go with open bidding, insure that you have a statement from each of the suppliers that the final offer is the best and final offer based off your spec. In order to play fair, keep the spec very basic in features and stay away from limiting it to or utilizing a specific manufacturer's spec.
