Maybe this has been noticed and hashed out - but I don't recall seeing it.
Both on the excel spreadsheet from FEMA, and on the award page, it shows a number of departments being granted awards in two different award announcements.

Yeah I noticed the same thing, it looks like almost everyone from the 1st round got awarded twice! Hopefully a computer error.
