Working on a regional communications application for this year. Has anybody included standby generators for repeater sites in this type of application? Not sure if I should risk the app being thrown out by including generators for our repeater sites?

Toddman: To add the cost of generators might just lower your scoring out of the competitive range, unless you can document extended power outages causing the need for them.
The cost of a battery back up power supply should be included in your pricing. The modern electronic units consume much less power in standby mode and a reasonably priced battery back up will run them for quite a while during power outages.

Besides, they aren't allowed to be included anyway. No towers, buildings, or generators at tower sites. Only enough labor and parts to stick a new antenna on an existing tower is all that's allowed at a tower site.
