    Default Starting an Explorer Program

    Ok, so I live on Long Island in New York. The local fire department doesnt have an explorer program. I was thinking if some how, some way it would be possible to create a separate agency so that this would be possible. An example would like the Metro Fire Explorers in New York City. They operate within the FDNY coverage area and perform drills, occasionally run calls, and all are official fire explorers though. Any ideas on how this might be possible?
