Depends on the depts where he wants to work. Is he physically capable of doing the job? Very likely. With his experience, he'd probably be a good asset to a dept. Some depts participate in a retirement system that DOES have an age limit, but you'll have to check in the areas he wants to work. Good luck!

Does all his ex's live in Texas?
And is that why he is in Tennessee?
By the way, is that where he really wants to be?
Just questions I feel need to be asked.

I don't think there is an age limit on Federal fire service. Get his IFSAC seals and apply to the Air Force or Navy to be a firefighter on a base.

There is an age 37 limit in the federal fire service.
In my opinion, he did his time in the trenches. Find a volunteer department down there and spend some time with them. Enjoy retirement. I have 7 years AD and 17 DOD and I can't imagine starting at square one at 45 years old.
Shoot me an e-mail if you need some ideas. I have friends in TN involved in emergency services including DOD bases.

Most states have laws granting service folks priority over other's and here in Iowa they automatically score higher with a matrix scoring system just by applying.
