It just occurred to me today that are delivery date is only 30 days away!!! So, I guess it's time to request the payment.
How long does it take DHS to deposit the money after we request it? I'm asking because the vendor told us that he'll have the ambulance done before our delivery date (probably 2-3 weeks), and he wants the money on delivery (100% payment). Advice?

Haven't won a vehicle award yet - though crossing my fingers that 2010 is my year. That said, we've received two Ops grants over the years and, between that and reading the program guidance, forums, etc., my personal opinion...
Inspect the vehicle before delivery. Get to the point where they are just putting the last couple of days of final touches on the truck -- installing the radios, the stretcher mount, etc. -- and then make your payment request just a few days ahead of the delivery. Barring problems in the AFG offices, they are quick to release funds and we haven't really heard of any issues recently.
Worst case, the dealer delivers the truck but holds the title for another week until you have the money in your account to pay them. You're going to take a day or two to stock the truck, get your members used to where things are mounted, how to use the siren, what not. I don't think I've met an agency that put a new ambulance in service the same day they got it. So, an extra couple of days after you waited this long is probably worth it to make sure all the i's are dotted and the t's are crossed.

You can request the funds now. Use "Advance Drawdown" (items to arrive in the next 30 days).
Once submitted it can take anywhere from 1 day to a week for approval. Once approved you will get an email stating as such and funds will be deposited within 3-5 business days. Our last 2 requests have come within 2 days of approval.

It is a 2009 Demo that is getting 4x4 put on it. $125,000 roughly. It has a few thousand miles on it, but we figured that it wouldn't be a problem since our current ambulance that we bought in 1996 only has about 60,000 miles on it.
It has everything we need as well as a few bells and whistles (built in GPS, back up camera, etc.)

My request was made May 9th for turnout gear. Invoice number was given and it is "pending" Today is June 8th and its' still pending. All my other request, transfers were made as you stated above, within a couple days...
It appears there is a clitch in the IT portion of the financing. About 46 departments are in the same boat I'm in. They tell me they have to shut the system down and reboot it......check back in a couple weeks.
Meanwhile I had a purchase to make while the bids were still good. You know that can't happen as long as there is one still out! What a screw up!
You'd think they would at least notify the departments involved by a simple email and an explanation. I checked on it 4-7 times a day waiting since early May.
Have you run into this before?

Never an issue in the past, but experiencing it now. Submitted a request on May 27th with no response. Computer glitches have been a problem all year typically with no explanation until you make a phone call.
You would think an automatic reply would be generated stating there is an issue once you submitted the request. People can do it for "Out of Office" for emails, I would think it could be done for a funding request.

Don't feel alone. We are 2 weeks away from taking delivery of our new truck and have yet to receive the funds from FEMA. Lucky us. The dealer is going to release the truck on time and hold the title.

Made request for funds on June 3rd and got approved today June 8th. Should be in the bank by the end of the week. Seems to be the same time frame as we had a couple of years ago with a truck purchase.

Hmmmm? You know how you can only have one request in at a time. Well just out of curiosity, I asked for $22,400 for our compressor/fill station.
BAM! it was approved and money is on the way. That's with my other request still sitting there pending since May 9th......
Some strange stuff happening..

I have made payment requests one after another. I do it according to invoice for easier accountability. AFG seems to have no problem sending me three payment approvals in one day. Since my town does not want me to have an online banking option, which would make viewing the account activity easier, and AFG only allows one bank account, I intend to do all payment requests by invoice.
This way I can guarantee that I'll screw myself up.

Just as a follow up, they still haven't straightened this mess out! June 16th another call to FEMA.....another story about rebooting the system and they can only do it every 60 days or so....No one but an IT specialist (who never did call me) can explain it. I'm not alone. There are a lot of us sitting in limbo land......
I did however, receive the money for compressor even with this request pending. strange?

Can you make a second request for the original money? Then, when they get their issues resolved, let them reject your request because you have no funds left?

You would think with these venders looking for money, they would allow us to "cancel" our request and re-submit! They don't even want us to ask for money until items are in or about to be in.....I guess that would be too simple and solve too many problems....
