    It is also entirely possible (and probable) that AFG is shifting some of the vehicle money over to Ops awards. Under the law of the guidance, they are only obligated to remain below 25 percent of appropriated funds ($141.25 million) for vehicle awards.

    In 2008, I believe this was also the case.

    Bugles statistics are figured as if all 25% gets used for vehicles.

    During 2008 about $4.4 million of the funding was not awarded all together; which would have been funding for vehicles. In all $7.2 million was lost for vehicles with the difference (about $2.8 million) was awarded as additional funds for Ops.

    Wouldn't surprise me to see similar results for 2009.
