    I would imagine it has a pump, as there is (what appears to be) a bumper turret and space for a preconnected line.

    Golly, maybe they built it to meet their operational needs and side dumps weren't needed for the way they operate.

    I would hazard a guess this is a multi-purpose vehicle. Brush fire attack, with the bumper turret, and for nursing engines and Brush fire apparatus more than for rural structural fire attack. In those circumstances side dumps are an unnecessary expense since dumping may never actually ever be done.
