How does your department handle it's CERT training and recruitment and retention? What equipment are they issued?

Our department holds CERT training classes for the public once a year. It has so many days with different topics. Cert gives you the binders with all topics information. They also get a cert back pack with helmet and gloves..
Thats about the extent of equipment. A community member holds a roster of CERT trained personelle and organizes a community disaster team.
There is also limited continual training that the disaster team puts together and organizes.

Heavy Rescue Grant?
Does anyone have a winning grant narrative for a heavy rescue. Or has tryied to apply for heavy rescue. Our department is looking into coving our county of 14 different department with a heavy rescue that will provide coverage being the county emergency response team. Can any one help?
