    Default SF-425 time!!!

    Just a reminder that for those of us with open grants it's time to file the 12-31 SF-425 report. Don't know about anyone else but i find it easy to forget this one.

    Why not throw a question out with it--do we need to file an SF-425 for grants with closeout submitted but pending??? I submitteed one on 13-August which is still pending, apparently they are having a little trouble with the closeout software. I'm told that as long as the submission was made that the old grant not being closed will not have a negative impact on any current activity (new awards or payment requests).

    From what I understand, it doesn't matter if your grant is closed out or not. The big thing to consider here is your period of performance. The 1st round went out in January 2009 so everyone should have to do a SF-425 before the end of the year.

    SF-425 is due within 30 days of the end of each reporting period.


    January 1 through June 30 (Report due by July 31)

    July 1 through December 31 (Report due by January 30)

    True for the '09's, but the one in limbo is a late round 2008 that had an extension. Closeout has been pending for four months now.

    we were awarded an AFG grant in feb. of 2010. we had an sf-425 due on
    6-31-2010 (completed that one), one due on 12-31-09 (completed that one) it was posted ofter the 6-31-10 one, and now another one that is due on 12-31-10. We have completed the first 2. does anyone know what is up with the date on the one that had the 2009 date on it.

    That makes me feel a little better. I have a closeout pending on an '08 grant and has been pending for months. However, the 10q email I got told me I needed to get it closed out or it would impact my chances on the 2010 email. I explained the situation on my reply (I may have been a bit too clear I was waiting on THEM), so hopefully something gets done one way or another.

    It wouldn't surprise me if it's another issue with the reporting system. It doesn't make sense to complete a SF-425 due before the actual date of the award. I noticed that as well tonight. I haven't completed the SF-425 for 12/31/09 as my award was in January 2010 (a new year) nor has anyone emailed me saying it was late like the 6/31/10 report (I submitted the semi-annual report on time, but didn't realize it was 2 different reports that had to be filed).

    My understanding is the computer issues with the closeout reports etc. will be corrected on Friday with an IT upgrade. As it would be nice for them to officially closeout my 2008 grant which was filed long ago.

    Having had to do the reports in other fed grant areas the system will only accept the report after the close out date. So like it has been already said it does you know good to try and get a jump on it.

    Trying to complete our 12/31/10 SF-425 report. Problem is...I fill out the form, click "save and continue", and...the next screen shows that nothing was filled in.

    Anyone else have this problem?

    I had simular problems. I would fill out and hit save and it put the June 30 figures back in the boxes. Called help desk and they could not help. Kept at it and it finally worked out after about the 6th or 7th time.

    That also happened to me, but while I was cussing a few minutes later the current figures I had submitted suddenly appeared. It was puzzling to say the least. I literally danced around the room a bit and was then able to enter my password and then submit.

    The same 425 (whatever) semiannual report that I finished for another award did not have that problem.

    Whether they are going to be accepted and whether it will affect my pending (hopeful) award, i do not know.

    It was my understanding that any 'submitted' reports that were still had not been approved, prevented any new applications from being awarded.

    I emailed the helpdesk. Here is their reply:

    "This is a technical glitch on our end that we are working to resolve. Some grantees have stated that the problem corrects itself by logging out and logging back in."

    I received a call from the regional grant specialist. It seems the 425 reporting system is full of bugs. He went on to say that it appeared my report was complete and appropriately filled out and that he could only see it if it were submitted. I found this very perplexing as I never did hit submit.

    Anyhow, I have since logged in...and Presto! All the correct numbers were there.

    Kudos to the helpesk and our regional specialist for replying so quickly! Too bad they have to deal with a glitchy system.

    As long as the reports had been submitted a department is still eligible for another award. At this point all you can do is submit the required SF-425, but nobody is actually reviewing them at this time.

    I have never had the experience of doing a closeout for an AFG grant before. I've gone through the tutorial and it says it should be available during the 11th month of the grant period. Well, it was signed Jan 8th and I was awarded round 1 on Jan 21st, 2010 and this being Jan 12th of 2011, there is NO available form to fill out. There is nothing under "action" on the pull down menu.

    Are they that backed up that they can't even provide the forms to complete?

    For those awarded in the first couple of rounds under 2010AFG, you may have to complete the SF-425. My former dept was awarded first round and couldn't request funds until they completed it.

    This is a bit strange since they had received no funds in 2010 and their first request was on January 4th. I was advised by the Regional Rep that it was a glitch, but to go ahead and complete it since it would take less time to complete than to repair.

    For some reason... that made perfect since to me. Perhaps I have been working around the government too long.

    As onebugle stated... no one is reviewing these. The Regional Rep said the same thing. So whatever memo went out, they all are reading from the same script.

    Default 2009 Closeout Reports

    For those folks that are approaching the end of their POP (including myself) and are getting ready to closeout their grants.

    From my FPS:

    The 2009 AFG closeout module is not installed yet. No closeout notifications or reports can be completed.
    No date was given when module would be installed.


    For first timers, especially; you have 90 days following the end of the POP to complete and submit your closeout report. Even though the module has not been installed there is plenty of time. You are still eligible for other grant awards during this time frame.

    Well as of yesterday when we tried to finish ares for 12-31-2010 it would not let us do anything. So we called our afg rep from fema. And he stated that it was messed up and no hurry just try to get it done from time to time. But he didn't know when the portal would be back up and running.

    Oh crap. I hope I didn't mess up.

    Have a couple questions.

    1. Over the past several years I don't remember this 6/30 and 12/31 reports. I've only had semi annual on the award date and annual on the award date. Are these new reports for 2010 or 2009 awards?

    2. I filled out my semi annual one around 7/11/10 but never did the 6/30 or 12/31 til just a minute ago. Could this be a reason for a computer DJ?

    I did my 425 in June my next one is due. question is on the one due is it only for the money spent between 6/30 and 12/31, or does it cover the whole time period. Sorry if this is a dumb question.
