Sometimes it is a full blown fire department
Sometimes it is a few paid firefighters and other plant employees back them up

Basically an industrial fire brigade is designed to handle in-plant emergencies, and their training is often limited to their specific facility.
In some cases their are dedicated personnel, and in other cases, their are no dedicated personnel and the brigade is made up of employees that come off their normally assigned job tasks to respond to the emergency.
