Find out what your state requires to get certified if anything
Hook up with local investigators to see if you can tide out with them or help
Maybe a task force that needs help
Attend national fire academy classes if you are on a dept

Could you actually hire a private investigator n.y. to do an private investigation in an arson case? What would be the legal implications of this?

You can hire a private investigator to Investigate the fire yes
Possibly if he finds something the da may take the case
A little problem with scene evidence, if it was not collected at the time of the fire

If you are a member of a department, you should check on going to the National Fire Academy in Emmitsburg, MD. They reimburse the costs associated with the class (except food) and it is a really great course. Also check out www.cfitrainer.net online. There are many modules on that site which were actually pre-requisites for the NFA class.
