My cousin has been a volunteer in NY for a while, and he said that he just got his black helmet. What does that mean exactly?

It could mean he is out of his probie period as well. Why don't you call him up and ask?
I know of some departments that give you yellow salad bow's as probie's and Jr's, Then you get a black helmet once you become a full firefighter.

Maybe this is the one he was talking about?

Well, it means you have to love him and accept him because he is family. There will be a period of adjustment, but remember--he is still the same person as before.
Logic and proportion have fallen sloppy dead.

In my NY volly dept, black helmets are issued to firefughters. Cairns 1010's or the salad bowls (550 I think). Your choice. A few of the older members still have cows, but most opted for the polycarbonate ones when we switched over.
Orange scotchlite reflectors mean exterior only.
Yellow/green is for interior qualified.
Line officers get red helmets, and chiefs get white ones.
Last I checked, explorers got yellow with blue reflective stickers.
I don't recall what probies get... In my day they had green helmets
(and got called greenies or green weenies if they really wanted to bust your chops. )

My dream — and I hope you don't find this too crazy — is that I would like the people of this community to feel that if, God forbid, there were a fire, calling the fire department would actually be a wise thing to do. You can't have people, if their houses are burning down, saying, 'Whatever you do, don't call the fire department!' That would be bad."

I didn't ask him because him and I aren't exactly on the best of terms. He posted a picture of it on his facebook though.
