I passed my initial interview phase. Panel of the chief, asst chief and HR personnel. 2nd phase is in front of the police and fire commission. What can I expect as far as a difference in questions or format? Anyone help me out with that?

There are only so many questions any panel can ask you. If you already had your answers in place, you would get high scores for an oral board, members of a city council hiring committee, police and fire commission or any other interview.
You're riding the winning pony. Don't switch ponies thinking you have to reinvent yourself. Stick to your winning script and practice with a voice recorder.
