When your airline is successful in hard times without charging anyone for extras, let me know.

It seems Delta disagrees with you.
See above under "marketing." Delta has had to cave to the whiners and to keep up lucrative DoD contracts. You and I and every other civilian passenger can now expect to make up the lost revenues now. Nice going, Delta.

So it's up to DoD to get their poop in a group and align thier transport contracts with the insturctions given to the troops. All that happened here was a typical SNAFU that wasn't even Delta's fault. The troops aren't out a penny -- DoD reimbursed them for the extra luggage fees.

    DoD screwed up; not Delta.

It still sucks, but not sure Delta is being the bad player.

The contract with Delta should have matched the travel authorization orders.

    Imagine that they do, now.
    Agreed 100%.
