if we have oil (raw or sweet) leak on the oil plant coming from pipe under pressure what is the tactic can I use

Unless you're faced with a situation where the line is feeding a process that can't be shut down, have the owner shut the line down. They'll know how.
Depending on the pressure, the spray could be life threatening.
If there's fire, put it out when you can, or at least contain it.
If there's no fire, do what you can to contain the spill/minimize environmental damage.
The owner of the pipe knows about the leak, right?Opinions my own. Standard disclaimers apply.

I'm not going to say that asking for advice on pressurized oil leaks at an oil refinery in an internet forum is the worst idea in the world, but it's in the top twenty.
