SAFER Question

So our big plan for a regional SAFER in the R&R realm is to hire a recruitment coordinator. We would like for this person to go out into the community to the churches, community clubs, etc... My question is about a buying a truck (less than 30k) and a trailer (less than 5k) to use for travel to and from these events. Will this fly as its not a "fire fighting" vehicle?
