Time Extension on Aerial Grants
My Department received a grant for a quint a couple of weeks ago. We are now in the process of meeting with the various vendors etc. Our grant specialist is telling us that for 2011 vehicle grant awards that there can be no extensions in the time to perform. Basically that the Quint has to be delivered and in service within 365 days of receiving the award or the grant will be lost. The first vendor we met with stated that unless they had the chassis already on hand that it was doubtful they could make the time frame.
Not offering extensions for this kind of project makes very little sense to me. I can understand not wanting a grantee to drag things out for an extended time, but I find it difficult to believe that if both us as the grantee and the vendor make a good faith efforts to complete the project in a reasonable amount of time that an extension would be denied.
I just think forcing an agency to rush out make sacrifices such as buying a stock unit that isn't quite right in order to make the deadline makes no sense. What am I missing here?? Can the vendors be motivated to speed up the build process? Is our grant specialist not giving us the whole story?
