Salary is pay, benefits is anything not-directly pay. So if there is more pay for working a holiday, that's part of salary. Insurance, retirement, etc, all benefits.
Hate to be a 9th inning question mark, but not sure why you're doing that as a FT type situation. Unless you've got a huge department it's only ever been done as a PT 5-10hr a week average thing for coordinating efforts. Mainly offsetting the massive amounts of time spent trying to handle the marketing efforts and whatnot. Pretty sure we've got someone at the office handling that but then again 200 employees and 500+ volunteers kind of warrants that kind of management. Not their FT role but part of it. Unless argued right looks like you're trying to create a FT job for someone that doesn't have one, which is why the grant admin fees were knocked off so much recently. There are cases it could be an issue, but haven't seen many with that sort of need for 40hrs a week dedicated to recruitment/retention. Then again maybe that's why so many other departments have issues...just my .02 on little sleep the past 2 nights, but worth it since only 1 project design to finalize, quick narrative polish, and will be done with SAFER 2011....
