Can't agree more. It just illustrates the failure of the system. Hopefully in January if the program survives the new president can put SAFER back together as it was intended. No welfare, if your community decided to lay off firefighters your community deals with the repercussions. If you need a hand-up to put more firefighters on the streets SAFER will help for the first 4 years.
