First time I have come across this one. I am applying for a Port Security Grant.
Does anybody have expierence with it? I could use some hints.
Also will AFG start using it as well?

If it's the one I'm thinking of, we looked at it as we have several large volume commercial wharves and harbors. They didn't feel we met the criteria as we don't have large[over 50 ton] shipping vessels.
Decided it was a waste of our time to apply.

Who didn't think that you met the criteria? This year FEMA took it out of the hands of the state since it apparently seemed like too many were directing the money in spots for duplicate projects and ignoring some needed ones. Also very little competition this year since it's back to 25% match on projects, had several governing bodies put the quash on apps for that reason.
Casco, I'm hoping you had the initial submission done by Friday? It went through grants.gov using the fillable PDF form and SF424 with the Investment Justification docs uploaded into it for preliminary determination. It wasn't using the same FEMA portal as AFG on the initial setup. Is that what they're doing for the second part? Seems odd, but nothing surprises me anymore....

This was a couple years ago and the state office that was in charge decided that even though we have a large fishing fleet, it consists of smaller vessels used in the inshore [ under 50 miles from land] fishery . We don't have oil terminals or other major hazards to protect. The majority of funding has gone to three main cargo ports which all handle large ocean going vessels and tankers.

Makes sense in the beginning, but most ports like that ought to be out of things to spend the money on that are realistic needs. Some states were spending the dough on frivolous stuff or nothing at all which is why FEMA took control back on the app process to ensure everyone had a voice not just the big dogs.

Yes Maine State EMA and Cumberland County EMA said we do not qualify although we do have a need; $12 million floating stock in our 4 marinas.

Paul: I know exactly who you have been talking to. They decided the second highest fishing port revenues in the state didn't really matter along with all the summercators expensive yachts parked here in the summer.
sometimes the bureaucracy just drives me nuts, along with the mouthpieces.
