Technically yes, but there is more latitude to these because of the quantities of line items involved and more likely to have variances in pricing. Best to just file an amendment first and lay out the plan for what's left over. I do know it can all go to Fire Prevention for whichever departments need such funding. That's how we did one for a handful of departments in a regional that couldn't get FP grants, took the excess funds and filed an amendment for them. Just like individual grants if the amendment for FP is in the proper format they can't turn it down, but even if it is they'll help you correct it. They'd rather see it spent on a viable FP project since excess funds don't always come back in time to get re-allocated to someone else. Especially on the delayed schedule we've been on lately.
