    P25 Compliance
    Applicants purchasing P25 equipment must obtain documented evidence from the manufacturer that
    the equipment has been tested and passed all the applicable, published, normative P25 Compliance
    assessment test procedures for performance, conformance, and interoperability as defined in the
    “Grant Guidance-P25 Explanatory Addenda,” which can be found at:

    Grantees should be prepared to demonstrate how their procurements comply with these

    WTF? for no logical reason can not buy with AFG$ fully functional $600 Intin Safe VHF portables but must waste tax (or Chinese loan) $ on the P25 version of the same radio that costs $1200?

    What idiot at DHS/FEMA/AFG came up with is? Or standard White House do dumb things SOP?

    Unless the guidance changed a lot this year the p 25 only applies if you have to buy p 25 due to local set up. If your area is not using it then along as it will narrow band you should be able to buy what you really need.
    I have not read this years guidance so be sure to read everything thru.

    Grantees should be prepared to demonstrate how their procurements comply with these
    requirements. When purchasing P25 Land Mobile Radio equipment/systems, grantees will, at a
    minimum, ensure the vendor has participated in equipment testing consistent with the P25
    Compliance Assessment Program (P25 CAP). Where such equipment is covered in the P25 CAP
    requirements document, it must be tested in accordance with applicable standards and policies of the
    P25 CAP, and evidence of this testing must be documented through Supplier’s Declarations of
    Compliance and Summary Test Reports that have been posted to http://www.rkb.us.
