There is three question asking age of vehicle replacing,newest of the class and oldest of the class.
I interpet that as a tanker as a class by itself and a pumper as a class even though both carry water?
I am aware of the difference in gpm and other.

Correct. If you are requesting a Tanker, you enter the oldest age and newest age of [tankers] you have as you listed in your Application Characteristics II.

We have ordered a new engine but it has not arrived yet, We have a 30 year old tanker (our only Tanker) that i am seeking funds to replace, This engine has not been delivered nor has it started construction do i still have to list it in the apparatus listing page.

PG requires you to list all apparatus that is on order as well as in inventory. So, yes you have to list an order vehicle.

Application Characteristics II:
You must include vehicles that are leased or on long-term loan as well as any vehicles that have been ordered or otherwise currently under contract for purchase or lease by your organization but not yet in your possession.
