I would think you would want to have some kind of affilaition, I am sure the feds would not want to fund a program only to find out the department is in violation of federal labor laws. An explorer program is affilated with the Boy scouts and will provide guidance on how the program should be run and what jr firefigthers can and cant do. In my mind a home grown Jr program might creat too may questions.
They are duly elected members of our fire department, and our program is run within the Federal and PA state child labor laws as they relate to junior firefighters, with the concurrence of our local school district.
The National Volunteer Fire Council has a Jr. Firefighter program, you could run yours under that one. http://juniors.nvfc.org/
