When I applied for an FPS&S grant in 2007, I had to supply documentation that the Town supported the application and intended to accept the grant if it was accepted.
Am I mistaken in assuming that SAFER grants have similar application requirements?
As the duly authorized representative of the applicant I certify that the applicant:
1. Has the legal authority to apply for Federal assistance, and the institutional, managerial and financial capability (including funds sufficient to pay the non-Federal share of project costs) to ensure proper planning, management and completion of the project described in this application.
If so, could you cut & paste the language as it appears in the application?

Question for any applicant for a 2012 SAFER grant...
"Nemo Plus Voluptatis Quam Nos Habant"
The Code is more what you'd call "guidelines" than actual rules.
