    I don't have the official numbers handy, but last year R & R was around 800 and Hiring was around 1,200.

    Ok, looks to be about 100 million less than last year - but a lot went out last year on 2 year payouts and those departmetns would not be eligible this year. Maybe.

    Oh well. Time to wait and see. Want to bet major awards are made before the election?

    Uh I think that is probably a given for any hiring grants in large voter cities.

    Did hiring 978 with 49 seconds left, R&R 478 with about 3 minutes left on Friday. Would have been done 24 hours earlier if the Uverse modem hadn't gotten popped in the t-storm Wednesday, was out until Thirsday afternoon on phone, TV, & internet. So fiber to the house has some minor disadvantages. Better than the neighbors, they're the ones that got hit that took out a lot of us through the backfeed, they lost dang near everything electronic in the house.

    Lots of hiring apps weren't in the game because of the new layoff restriction, where if they aren't laid off yet they have to be pink-slipped by Nov 10th (90 days from app period closing). No one wants to commit to that if they don't need to so pushed a lot of apps to 2013.

    More 2011s are coming, lots didn't take the money for hiring since they knew they had to lay off the hired folks in 2 years anyway. Same reason Taylor MI mayor was/is fighting it, he knows they don't have the money for unemployment in 2 years plus if they owe back pensions that's another $1mil or so they don't have now. That was the last I had seen on that situation, been too busy to seek out more. Same story all over, can't be fiscally responsible and take on a major unemployment burden in 2 years if you know you can't afford it now. Doubt SAFER is going to create a lot of repeat awards.

    Just to give a little update on Taylor Mi. It has beeen a complete soap opera with this mayor.
    The city council voted to accept the grant, the Mayor said no, then the city council voted to order the mayor to accept the grant, the Mayor still said no, so the city council sued to force the Mayor to accept the grant and won, the Mayor still said no, the city council took the mayor back to court and a second judge ordered the Mayor to accept the grant, The Mayor still said no. Then last Monday the judge gave the mayor 24 hours to accept the grant or be in contempt of court. he had a contempt hearing last Friday, just a couple of hours before the hearing he accepted the grant. He was hoping to beat the contempt charges. Well the judge found him in contempt of court and fined him $250 plus court cost that he must pay out of his own pocket. The Judge is also looking into pergery charges against him for lying in court. This Mayor made a comment to the media that he still doesn't know if he will call back the laid off firefighters. This Mayor has it in bad for the firefighters and the city council. The mayor made the remark that he doesn't work for nor does he have to listen to the city council, he works for the citizens of Taylor. If this is true, the he should have hired these firefighters back along time ago, the citizens have been asking at meetings time after time to bring back the firefighters and to restore the EMS transport service that they use to have.

    Ever find out the deal with the back pension thing? I had never seen that before that rehired workers get the pension payments they missed back. I remember in the one article that was one of the hang-ups the Mayor had, having to pay about $1mil in back pension that wasn't there, and the lawyers couldn't give a straight answer.

    If they are going to fund the award past the end of Year 2 locally, no reason not to accept. But if it's another layoff coming in 24 months, no sense in taking it since it's a waste of money and only going to cause more problems. Heard that happening in a couple of places, taxpayers were told it wouldn't be any big deal to get another one if the municipality couldn't afford to keep them on. Bunch o'sparks flew a couple of weeks ago when the denial on the 2011 came and the one didn't qualify for the rehiring under the new layoff timelines.

    And people wonder why I think the best compliment I was ever given was someone said they liked the fact that I tell it like it is, not what people want to hear. Last time I checked BS only improves fertilizer; makes everything else stink....

    I haven't heard any thing on the pension. I don't know how their system is set up. Maybe seniority has alot to do with it in the long run (just guessing). But the Mayor said it was comming down to the fact that the city council has no right to tell or force the Mayor to do anything.

    Obviously not the case of course most of the time, depends on the local governing regulations. The facts everyone up there should be concerned with is where the money is coming from to pay for it all when the grant is done with. The 90 day limit on the app period layoff prevention will probably prevent them from backing it up with another one even if that's something still eligible in 2 years. So if they know now they can't afford it, better figure out where the extra unemployment is coming from now and save up for it somehow.
