    WASHINGTON—Today, the Federal Emergency Management Agency (FEMA) announced that the application period is open for a new funding opportunity to build local resilience, through a Whole Community approach, in communities across America: the Community Resilience Innovation Challenge.

    Though National Preparedness Month comes to a close at the end of September, FEMA and its partners know that preparedness must continue in communities year-round. This new monetary opportunity is designed to continue to move community preparedness forward and assist local areas in building and revitalizing community-based partnerships to advance the nation’s resilience to disasters.

    “The best resiliency ideas originate in our states and communities – not from Washington, DC,” said FEMA Administrator Craig Fugate. “The goal of this program is to empower communities to collaborate and develop innovative ways to effectively respond to disasters.”

    The opportunity is provided through the Rockefeller Foundation and FEMA and will be administered by the Los Angeles Emergency Preparedness Foundation who will act as a third-party intermediary to encourage local communities to engage in creative activities that enhance disaster resilience. Funding levels will range, with a maximum award of $35,000, and applications are open to most local, state, and tribal agencies and governments; business entities; associations; organizations and groups. Submissions will be accepted through October 26.

    Key assessment areas for the awards will be the applicants’ demonstration that their approach to community resilience is innovative, collaborative with community stakeholders, sustainable, repeatable—in that the approach enables other communities to replicate their successful outcomes—and beneficial to the community in measurable ways.

    FEMA recognizes that a government-centric approach to disaster management is insufficient to meet the challenges posed by a catastrophic incident. To meet our Nation’s preparedness goals, the Whole Community must be actively involved in all phases of the preparedness, response, and recovery cycle. These awards are designed to invest in and enhance the Whole Community effort.

    Had a conversation with the administrator last week to clarify some things on eligibility before we bothered taking on clients for it. It is disaster-focused, not everyday usage items like AFG, so ice/snow storms, tornados, hurricanes, flooding, etc. And they are big on the planning/collaboration part.

    Would expand more but have to go hit the road. Basically think FP&S melded with AFG on a disaster slant.

    Let me throw this little tidbit out there for everyone. This morning grants.gov announced that we will be sending $76 million dollars of our taxpayer money to... are you ready for this? Islamabad, Pakistan. That's right folks $76 million dollars to the city and country that was giving safe haven to Osama Bin Laden. While he sat there seemingly protected our country poured many millions of dollars into the Pakistani coffers and we spent millions upon millions of our tax dollars over the last 10 years trying to find him. Really? We need to send them another $76 million dollars, really? Just for comparison purposes, that amount of money, if it was back in AFG, would mean 1169 more departments could each have had a $60K grant to buy SCBAs or turnout gear! Just saying?

    OK Kurt - I'll bite...

    I've seen your posts before and news like this frosts me (as it should). Thank you for posting them. Grants.gov provides some great info about the grants themselves, but can anyone point me to a website that shows either where this money is coming from or better yet, which elected officials are voting in favor of stuff like this? Is this some legislative bill? Is this some US office running this program? How does this even get in the budget?

    USAID is the acronym for United States Agency for International Development. According to Wikipedia:

    The United States Agency for International Development (USAID) is the United States federal government agency primarily responsible for administering civilian foreign aid. President John F. Kennedy created USAID in 1961 by executive order to implement development assistance programs in the areas authorized by the Congress in the Foreign Assistance Act.[3] The Congress updates this authorization through annual funds appropriation acts, and other legislation. Although technically an independent federal agency, USAID operates subject to the foreign policy guidance of the President, Secretary of State, and the National Security Council.[4] USAID's Administrator works under the direct authority and foreign policy guidance of the Secretary of State. [4]
    USAID seeks to "extend a helping hand to those people overseas struggling to make a better life, recover from a disaster or striving to live in a free and democratic country."[4] USAID's stated goals include providing "economic, development and humanitarian assistance around the world in support of the foreign policy goals of the United States".[5] It operates in Sub-Saharan Africa; Asia and the Near East, Latin America and the Caribbean, Europe, and Eurasia.

    To those of you in the know....Sure is quiet here! What's the chance of some movement this week, 1099's, budget revisions, announcements?

    Were announcements made to all those lucky enough to get early 1099's, or are there still some outstanding 1099's?

    Probably not going to see any movement just quite yet.They still have not put AFGs money inot respective accounts and until that happens, no movement on anything. There is nothing wrong per se, just Treasury taking its time to get the money moved so that AFG can start doing their thing again. Should start to see movement by end of month though.

    At the earliest, just talked to the director last week and they got 2200 apps. All have to be read and scored so definitely pushes things back. Nice to see that big of a response on short notice.

    Si senor. Nothing was updated on their site so it still showed as 11/23 for announcements. They will be both contacting awardees directly as well as posting results. They're also going to work on a method to post project summaries so everyone can see what types of programs were funded. With the lower cap on projects there are other grant programs that would consider some of the projects that were put into this one, so might be a good thing for people to check out when it's finalized to get ideas for disaster preparedness/education/response in their areas.

    Most likely will see progress in another 2 weeks. With the number of apps and the backup of a month already I'm sure they didn't get as far through in that extra month as they thought. They will be contacting winners and posting the information on their site as soon as they get it all together so just like AFG, we just have to keep checking. At least it's only a single page instead of a bunch of dropdowns like AFG...

    They're still in the final review stage. Everything is paper so it's a mighty slow and human involved process. Pretty sure they learned their lesson after this one not to guess about how many people would apply....
