Does anyone know where I can find a 40hr basic ARFF class or an ARFF refresher in New England, or at least the Northeast?

I know it's not NE, but if you are willing to travel there are options.
South Carolina Fire Academy has a 5 day IFSAC accredited ARFF course that costs less than $1000 and includes lodging and breakfast/lunch each day. I went in 2001, it was a good class and we had a lot of fun in and after class.
