I found this on a Engine as I was repairing a air leak on. At some point in time someone needed a hot wire and this was their solution. Another two feet and they would have been at the master switch lugs.

Probably not true but, I would guess a radio guy. For the last three decades I have seen radio guys mutilate the apparatus I have sold.
