Job offer and asking for higher salary?

A Fire Chief's position might negotiate a salary change, but any other position would not normally be negotiable as far as I know.
Unless a new department really wants you badly, I don't think it is kosher to try to negotiate a higher pay than they are offering.everyonegoeshome.com

I would agree with bcjack. I went to my current department from another with a similar situation like yourself. The thought of asking for more money didn't cross my mind. I wouldn't ask if I were you, there are many more people who would do the job without asking for any more money.

You kidding right? I've sat on panels when canidates asked for more $$$ or start at a higher step. Some said to cover the gas for the longer drive. It didn't sit well with the panel. You have no time or rank with this agency. You're a snott nosed rookie.
