Our county 911 is looking at a CAD system to facilitate the dispatching of our Fire Departments, and looking at the Fire Departments to put in for a grant to fund this.
It would include the capability to do the initial NFIRS report, as well as interfacing to the GIS software, and have water points and hydrants located, as well as AED locations, and other items such as that.
AFG or FP&S? A regional app with my department as the host. Ideas? Thoughts?

We did a FP&S grant quite a few years ago that was designed to establish an in service inspection program. It included tablet computers (to be used during inspections) with vehicle mount/chargers (projectile prevention/proper power), server for data collection and disemination of preplan info gained through inspections. We received additional questions at the time to clarify if this was to be a CAD system versus inspection data collection/preplan program.
The explanation given at the time was a CAD system for dispatch use is an AFG program. The system as we applied was a FP&S program, which was ultimately awarded. In addition to information gathering the tablets can be used to manually pull up building preplan and inspection info and info gathered can be put into a separate CAD system, but the grant couldn't be used to develop a dedicated CAD system.
I would suggest that based on our experience and the manner your question is posed, your project would be an AFG regional application.

We were awarded a 2012 Regional grant for a CAD system. This includes mobile CAD clients, NFIRS, NEMSIS reports, mobile EMS reporting, mobile inspections, hydrants, personnel, etc. etc.
We will integrate with our county's CAD system (that is basically police only) by adding the fire department features.
We should be all finished by April with the install.
$250,000 FEMA portion - 17 department, 105,000 population

Changes in AFG are coming, recommendation is to no longer funding radio systems, CAD etc only end user mobiles and portables. Get radios in the hands of firefighters for firefighter safety

So we end up with lots of portables and handheld and a dispatch center that cannot communicate with them or better direct them to a call? Where is your information coming from if I might ask?

Just had the discussion today. CAD for dispatch no longer allowed under AFG. Dispatch no longer available for AFG. Mobiles, portables, vehicle repeaters, and possibly scene repeaters OK, but nothing from dispatch. Computers in trucks that can talk to each other are allowed, such as tablets that can access information databases.
Oh, and AFG is expected to open June or July. Yep. June is target.
