I don't know that guidelines actually exist for such a day, however, I can suggest a few ideas...
Set a specific time to gather for prayer and reflection. Several people I know are planning on gathering at their flagpoles in the morning.
Proudly display your American Flag. Keep in mind mourning protocol.
Pray.
Wear mourning band on badge or sleeve as per your Department's protocol.
Pray.
Wear red/white/blue ribbon.
Pray.
Find a quiet place and have a good cry, weep, sob, scream. Let it out.
Pray.
Talk to someone. A co-worker, commander, chaplain, somebody. Share your feelings.
