Modify 1040 Tax Returns For Families of Our LODD

Right now we can check a box on our federal 1040 tax returns for the presidential election fund.

In my state we can check a box and send $1 to the gubernatorial election fund.

Why don't we get our elected people down in Washington and in our state houses to modify the 1040s so we can send $1 $2 or $5 (or more) to a Firefighter LODD Fund each time we file our taxes? We owe the families of our fallen.
