Have you checked with local officials? They may have the software to program it without having to take it to a radio repair shop. In our county, the fire coordinator's office programs them. Good luck.

Minitor I's and II's, and Directors have crystals and tone filters that have to be inserted or soldered on. Minitor III's are computer programmable. We have a local shop that will do our computer programmable radios/pagers free of charge.
