To join a fire dept you have to be 18.

It depends what type of incident your referring to. Although my dept only operates on an operational level, if an incident is dispatched as a potential Haz-Mat. You must be operational to respond. To be operational you must have FF1 or be SCBA certified. This is required if you have to enter an IDLH atmosphere. The requirement for IDLH or SCBA as far as I know is 18 years old.
