FDNY "Water Units" or "Dive Units" are found within the Special Operations Command set-up. Four of the five Heavy Rescues are made up of Dive Teams, being both Naui & PADI certified in the following: Black Water, Advanced Diving, Ice Diving, Advanced Open Water, & Water Rescue-First Aid (EMT). Rescue Search and Recovery is an added Element not subscribed to by the FDNY through either PADI nor NAUI--but rather trained under professional instructors of commerical nature.
