Under another topic, we started exploring how leadership works in the volunteer system. We talked about how politics and popularity have a big influence on who is incharge, and the frustrations associated with that. I suspect that it really doesn't matter whether the department is paid or volunteer. For that reason, I have started this topic. How does your department appoint officers? How are they (including the chief) held accountable and to who? What type of disiplinary action can be taken? What disiplinary action is permitted by your collective barganing agreement?
