I am in the process of making up my resume and cover letter to apply for a career dept. Should I promote myself as being qualified or be modest. I know for most jobs out there today you want to promote yourself with having the most qualifications, is this the same with fire departments or do they still want the least qualified so they can train you their way?

It would depend on the department and their administration. Are they emphasizing certifications? What do the personnel who already work there say? You must meet their minimum qualifications, but you can sell yourself as a firefighter without being overbearing.
