We recently had a double fatality fire (mother & daughter) in a single story block home, where the 911 tapes indicate that the mother could not open the recently installed replacement windows. She did not know how, because these new windows come with additional security latches on them.
This is a public education issue. The codes require that windows in residential occupancies, up to the third floor, be able to be used for emergency escape from fire. They are required to be openable without any special knowledge. The people living in these homes need to educate themselves with this life saving knowledge...how to open their bedroom windows!
We need to remind them that they need to do this.
